Electronic Technical Committees Portal

An information system for digitalising technical committee operations and standardisation processes. The portal enables committee members to collaborate effectively, participate in standards development and make decisions remotely.

It provides centralised access to documents, proposal submission and voting, together with seamless communication among all participants.

The challenge

The task

Technical committee work involves many participants, documents and review stages, making traditional working methods slow and resource-intensive.

A solution was required to digitalise the full standards-development process—from proposal submission through to decision-making—and support effective collaboration among experts.

The system also needed to integrate with international standardisation organisations and maintain consistent data.

Main features

Technical committee workspace

A shared workspace for committee members, observers and secretaries, presenting tasks, documents, surveys, comments and other relevant information by committee.

Notifications and alerts

Send system and committee-secretary notifications, email updates and automated reminders about new or approaching-deadline tasks.

Interactive standards commenting

Review standards and draft documents, comment on specific passages, filter comments and generate consolidated views.

Standards projects and task management

Review and complete active standards-project tasks, monitor deadlines, use related documents and questionnaires, and access completed-task archives.

Surveys and opinion gathering

Complete surveys and standardisation questionnaires, vote, review results and generate opinion summaries.

Document library

Centrally store, catalogue, review, upload and download general, meeting and project documents for technical committees.

Specialised document repository

Centrally store standards and draft-standard documents and metadata, control versions and activity, and expose documents to other LSD systems through an API.

Integration and data synchronisation

Exchange data automatically with SMIS, the electronic standards shop, the Standards Projects Portal and the document repository, synchronising projects, users, documents and results.

System administration and audit

Administer user permissions, classifications, surveys, questionnaires, notifications, system parameters and integrations, while auditing user activity and errors.

The result

Solution: Technical Committees Portal

The portal enables the Lithuanian Standards Department to organise technical committee work efficiently and maintain a transparent standards-development process. It integrates with national authentication services and the systems of international organisations including ISO, CEN and CENELEC, ensuring consistent data synchronisation and information exchange. The solution reduces administrative effort, accelerates decision-making and supports effective collaboration among experts.

Project results

The project covered the analysis of the Lithuanian Standards Department’s requirements and existing processes for the Technical Committees Portal and specialised standards-document management system, followed by detailed functional and technical design of the architecture, user roles, data structures and UI/UX. The Technical Committees Portal and a new document repository were developed and deployed. Integrations and data exchange were implemented with SMIS, the electronic standards shop, the Standards Projects Portal and other related systems; existing Livelink data and documents were also migrated. The project included technical infrastructure preparation, deployment, testing and pilot operation, system documentation and training materials, user and administrator training, and post-launch warranty maintenance and support.
