Environmental Project Management Information System

An information system for submitting, administering and monitoring applications for environmental project funding. The system covers the entire funding process—from application submission through contract conclusion, fund allocation and reporting on completed activities.

The solution supports transparent and efficient project management and enables smooth collaboration between applicants and the administering authority.

The challenge

The task

Administering environmental projects involves a high volume of applications, multiple funding stages and stringent control requirements.

A system was needed to manage application workflows efficiently, provide a clear assessment and decision-making process, and reduce the administrative burden.

It was also essential to ensure accurate financial processing, effective deadline management and reliable integration with external systems.

Online application submission

A self-service environment for individuals and legal entities, allowing users to authenticate via VIISP, select a funding call, complete an application and submit the required documents.

Funding call and measure management

Creation of funding measures, linking them to programmes, configuring and publishing calls, and managing validity periods and assessment criteria.

Process automation

Workflow management with automated decision-making and approval stages.

Applicant self-service and communication

Access to applications, statuses, payment requests, procurements and notifications, with direct communication with APVA staff.

Application administration and assessment

Review and filtering of submitted applications, status management, administrator assignment, criteria-based assessment and approval of funding amounts.

Payment request management

Submission, registration and criteria-based assessment of payment requests, including clarification workflows and payment-status administration.

Procurement management

Submission, clarification, assessment and approval of procurement documents with project managers and the Legal Department, including procurement status history.

Irregularity management

Initiation, investigation and approval of potential project irregularities, assignment of responsible staff, decision approval and full process traceability.

Project inspection management

Planning inspections of applications and projects, applying inspection criteria and questionnaires, recording results and maintaining inspection history.

Representation and user management

Administration of individual and legal-entity profiles, authorised representatives, administrators, groups, roles and access permissions.

Reports, indicators and statistics

Generation of statistics on applications, projects, funding and achieved indicators, with report generation, data filtering and export.

Integrations with registers and external systems

Data exchange with VIISP, the Population Register, the Register of Legal Entities, the Real Property Register, VMI, KOTIS, Regitra, Tuvlita and other systems, automating data checks and pre-population.

The result

APVIS solution

The system enables the Environmental Projects Management Agency to administer funding processes efficiently and transparently. The solution automates key stages of application assessment, contract conclusion and reporting, reducing manual work and the risk of errors. Integrations with government registers, payment systems and electronic document-signing platforms support reliable data exchange and financial processing. The system also provides real-time visibility into process progress, supporting informed decision-making.

Project results

The project delivered and expanded the Environmental Project Management Information System (APVIS), automating the full lifecycle of projects under funding programmes administered by APVA—from the publication of funding measures and calls, and application submission and assessment, through payment requests, procurements, inspections, irregularity management and project closure. The scope included system functionality design and development, an applicant self-service environment and APVA’s internal administration environment, integrations with VIISP, the Population Register, the Register of Legal Entities, the Real Property Register, Regitra, Tuvlita and other external data sources, as well as access control, activity auditing, data protection, backup and system reliability mechanisms. The project is explicitly described in the documentation as a project for the development, enhancement, maintenance and warranty support of APVIS. The system was developed in stages, with functionality expanded progressively. The document change history records modules for exporting applications and payment requests, authorised persons, integration activity logs, inspection generation, procurements, irregularities and scheduled project inspections. The result is not merely an electronic application portal, but a comprehensive project administration platform for external applicants and APVA staff performing different functions.
