KOTIS – Official State Aid Register
The national register for recording, administering and publishing state aid and de minimis aid data. It supports transparent aid accounting, enables public-sector organisations to manage data efficiently and gives the public convenient access to information about aid granted.
The challenge
The task
The objective was to modernise the state aid register by creating a reliable information system that centralises the registration, administration and publication of state aid and de minimis aid data.
The system had to support data providers, automate aid-registration processes, enable detailed searches and generate up-to-date information about aid granted. Compliance with Lithuanian and European Union legislation, together with a high level of data security, was also essential.
The modernised solution had to serve different user groups effectively—including aid providers, administering authorities and members of the public accessing published register data.

Public search, filtering and viewing of state aid and de minimis aid data for individuals and legal entities.

Analysis of register data, generation of statistical indicators and reports, and data delivery for administration and monitoring purposes.

Management and publication of system notifications, news, informational content and user-relevant messages.
API Data Delivery to External Systems
Delivery of structured KOTIS data to other information systems through APIs/web services, enabling automated access to aid recipients, aid granted, limits and other register data.

Logging of user actions, registration processes, integrations and errors, together with management of backups, classifications, settings, translations and system configuration.
The result
Register of State Aid and De Minimis Aid Granted
A modern state aid registration platform was created to centrally manage the full administration process for state aid and de minimis aid—from data registration to publication. The system automates key administrative processes, supports data exchange with other government information systems and provides practical tools for register administrators and aid providers. The public-facing area enables users to quickly find information about aid granted, generate certificates and view statistical data. Its modular architecture allows the system to be extended, adapted to changing legal requirements and developed over the long term.
Project results
The project covered the full KOTIS information-system delivery lifecycle: current-state and process analysis, functional and technical design, preparation of the system architecture and data model, development of user environments and administration functions, integrations with VIISP, the Population Register and the Register of Legal Entities, preparation of the technical infrastructure and database, deployment and configuration. Security, audit logging, error monitoring, backups and data-archiving mechanisms were also implemented, together with technical documentation and deployment and administration instructions. The final solution was tested, prepared for operation and handed over for use, ensuring the operation of the public register, aid-recipient and aid-provider environments, and the Competition Council administration environment. The result is a fully operational, integrated state aid register information system prepared for further development.
