Lithuanian Council for Culture Information System

An information system for administering, monitoring and analysing cultural project funding. It covers the full application lifecycle—from submission and assessment through to funding decisions and reporting on completed activities.

The system supports efficient project assessment, transparent decision-making and centralised management of funding-related processes.

The challenge

The task

Cultural project funding involves multiple stages and participants, including applicants, experts and the administering organisation.

Before the system was introduced, these processes were partly fragmented, required extensive manual coordination and made both application assessment and subsequent project monitoring more difficult.

A solution was needed to provide a clear process structure, reduce administrative effort and enable real-time monitoring of application and project progress.

Main features

Application administration

Submit, review and manage applications electronically in one unified system.

Expert assessment

Organise assessment workflows, assign tasks to experts and record outcomes.

Reporting and monitoring

Monitor project delivery, submit reports and analyse data.

Contract management

Prepare, sign and administer funding agreements.

Call and programme management

Manage calls, funding programmes and measures centrally, from configuration through to deadline and budget control.

Decision-making

A transparent funding-decision process with workflow automation, outcome recording and applicant notifications.

Payments and budget control

Monitor financial flows, payments and budget utilisation through integrations with external systems.

Reporting and monitoring

Automated reports, KPI monitoring and analytical dashboards for real-time assessment of project progress.

Notification system

Automated notifications, deadline reminders and internal communications support smooth collaboration among participants.

Dynamic forms

An advanced builder with AI integration for configuring dynamic applications and questionnaires, including integrations and data-validation rules.

Integrations

Interfaces with government registers, including GR, JAR and ĮR, and authentication services such as VIISP, support data exchange and automated form completion.

Audit and traceability

Forms and documents are versioned, while user actions and system audit records are retained.

The result

Lithuanian Council for Culture Information System

The system enables the Lithuanian Council for Culture to manage cultural project funding processes centrally and transparently. It automates application submission, assessment, contract execution and reporting, reducing administrative effort and the risk of errors. Integrations with government registers improve data accuracy, while electronic signing and notifications support smooth collaboration among process participants. The system also supports analysis of project data and evidence-based funding decisions.
