POLONR – Register of Political Organisations
A register of political organisation members that enables residents, political organisation representatives, the Centre of Registers and the Ministry of Justice to manage political organisation establishment and membership processes electronically. The system supports member data administration and verification, applications and reporting, register data management, and automated data exchange with other government registers and information systems.

The challenge
The task
The challenge was not only to create a new Register of Political Organisations Members, but to digitise the wider ecosystem for establishing political organisations, managing membership and administering register data. This required business and requirements analysis; system architecture and user journey design; development of POLONR and POLONEPP functionality; integration with government registers, identity and electronic signature services; data exchange, reporting, audit, administration and content management components; and robust security, accessibility, data protection and traceability. The project also covered deployment, operational and administration documentation, implementation within the target infrastructure and warranty support.

The result
The POLONR solution
POLONR was delivered as a modular, service-oriented SOA architecture implemented on microservices principles on the Kubernetes platform. The architecture separates the external POLONEPP front-end environment for digital public services from the internal POLONR back-end environment for register administration. The solution includes digital services and functionality covering political organisation establishment; preparation and validation of founder and member lists; membership commencement and termination; retrieval of data on an individual’s participation in political activity; administration of political organisation and member data; application and document management; electronic signatures; notifications; reporting and statistics; data subject rights; administration of users, roles, permissions, substitutions, classifications, parameters and content; and comprehensive activity auditing. The system integrates with key government registers and infrastructure services, including the Population Register, Register of Legal Entities, Address Register, NIRVAR, VIISP, iPASAS and GoSign, as well as other data exchange interfaces. UDTS, a universal data delivery component, was implemented to provide structured POLONR data securely and under controlled conditions to VDV IS and other external information systems through the API Gateway. It supports management of data recipients, access keys, permissions and endpoints, together with request logging. The technical solution was designed for high availability, performance, horizontal scalability, component isolation and resilience. Kubernetes enables microservices to be deployed and scaled independently. The platform includes API Gateway, database, session and caching, file storage, audit and monitoring components, while deployment processes cover controlled updates, database migrations, health checks, smoke tests and rollback procedures. Particular attention was given to information and personal data security, activity traceability and compliance with legal requirements. The solution applies authentication and authorisation, role- and permission-based access control, audit logging, secure integration interfaces, data protection mechanisms and infrastructure security controls. Designed in accordance with the POLONR register regulations, GDPR, public-sector information resource and cybersecurity requirements, and the technical specification, the result is a complete, production-ready government register and digital services platform rather than an isolated feature set.
Project results
The project covered the full delivery and operationalisation lifecycle of the information system: business and requirements analysis; functional, technical and architectural design; system and integration design; development and configuration; preparation of the technical infrastructure and Kubernetes-based microservices environment; implementation of interfaces with external registers and services; deployment; data migration and integration; functional, integration, security and acceptance testing; pilot operation and stabilisation. Project, technical, administration and operations documentation was prepared, user and administrator training materials were developed, training and knowledge transfer were delivered, and warranty support, incident management and technical assistance continue following handover.
