State Register of Measuring Instruments
A government information system for collecting and managing data on measuring instruments used in Lithuania. It supports consistent registration and supervision processes, ensuring that up-to-date information is available in one place.
The system is designed around clear process management – from initial registration through data updates, control and publication.

The challenge
The task
Before the solution was implemented, processes were fragmented and required extensive manual work – from processing applications to checking and updating register data.
The primary objective was to create a system that would reduce administrative workload, eliminate repetitive activities and provide a clear, traceable process flow.
The solution also needed to preserve reliable historical data, ensure auditability and integrate with the wider government information-system ecosystem.

Creating, editing and deregistering measuring instrument records, including status management.

The result
Measuring Instrument Register
The solution enables the Inspectorate to move from fragmented processes to a unified digital system where all key activities are managed centrally. The system automates selected processes, reduces manual work and helps prevent errors. Integrations with government registers keep data accurate and up to date. Built on a modular platform, the solution can be extended and adapted to future requirements.
Project results
The project covered the full modernisation lifecycle of Lithuania’s State Register of Measuring Instruments – from needs analysis and solution design through system and integration development, technical infrastructure preparation, deployment, testing and pilot operation. Technical and user documentation and training materials were prepared, user training was delivered and warranty support was provided. The final solution digitises register processes, reduces manual work, improves data quality and provides more convenient access for both Inspectorate employees and external users.
