A modern municipal web platform for residents, businesses and visitors. The solution brings together public information, digital services, municipal administration, document search and other everyday digital tools in one environment, making communication with the municipality more convenient.
The challenge
The task
Telšiai District Municipality sought to create a modern web platform that would serve as the primary information and digital-services channel for residents. The main objectives were to improve the user experience, simplify information search and provide quick access to the municipal services used most frequently.
The solution had to bring together a large volume of public information, including administration activities, council decisions, legislation, public procurement, news, events, spatial-planning information and digital services for residents. The platform had to serve both everyday visitors and specialists looking for specific documents or procedures.
Another important requirement was a flexible CMS that would allow different municipal departments to manage their own information while maintaining a consistent structure and visual identity.

Centralised keyword search across website pages and modules, with the option to narrow results by information type.
User authentication and access permissions
Authentication through VIISP for residents, alongside CMS administrator, user, role and access-permission management based on responsibilities.

Integration with VIISP, meeting and video-streaming systems, social networks, Google Analytics and other external solutions.
E-democracy and resident voting
Delivery of participatory budgeting, eldership elections and other digital participation processes, including VIISP-authenticated voting, proposal and candidate selection, and publication of results.
The result
Telšiai District digital platform
The solution was designed not merely as an information website, but as a digital communications and resident-participation platform for the municipality. It includes authenticated surveys, eldership election functionality, participatory budgeting, resident question submission, news subscriptions and other e-participation tools. The system also gives municipal employees a flexible CMS environment in which the website structure, content, users, permissions and multilingual versions can be managed independently.
Project results
The project included a needs analysis and detailed design for Telšiai District Municipality’s website, covering the information architecture, user interfaces, content structure, user roles and access permissions. A new www.telsiai.lt website and CMS were developed and implemented, with modules for news, events, FAQs, contacts, surveys and forms, newsletters, search, widgets and other public-communication functions. Integrations with VIISP, social networks, video-streaming and meeting systems, and Google Analytics were also provided. The project scope included migrating agreed content from the legacy website to the new solution, based on documented migration rules and procedures.
