The Ministry of Foreign Affairs Information System for Everyday Operations

A modern intranet platform developed for the Ministry of Foreign Affairs of the Republic of Lithuania and its diplomatic missions worldwide. The system brings together internal communications, document management, project work and everyday collaboration tools in one environment, helping employees share information and coordinate activities more effectively.

The challenge

The task

The Ministry needed a single digital workplace to replace fragmented internal communication channels and give employees rapid access to relevant information, regardless of their location or country of work.

The solution had to bring together news publishing, document sharing, project coordination, document approval, employee directory search, task management and other everyday tools within one secure platform. It also needed to support flexible access permissions, integrations with the Ministry’s internal systems and convenient content administration.

The resulting system supports smooth communication between Ministry departments, diplomatic missions and special missions, ensuring that important information reaches employees in good time.

Publishing news, announcements, notices and events, with targeted distribution to specific employee groups.

Shared document storage, project workspaces, task coordination and collaboration in one environment.

Employee collaboration

An internal social network, employee profiles, contact search, a shared calendar and discussion spaces for more effective teamwork.

Security and integrations

A complex user-role model, SSO authentication, integrations with internal information systems and centralised access management.

Media monitoring and personalised subscriptions

Collecting, searching and filtering media news by topic and source, highlighting breaking news, configuring individual subscriptions and sending automated newsletters to employees.

Employee and department directory

Hierarchical browsing and search across the Ministry’s structure, departments, employee profiles and contact details, by name, position, department or contact information, with data synchronised automatically from the HR system.

Shared resource booking

Booking meeting rooms, vehicles and other shared Ministry resources, viewing availability calendars and creating and administering reservations.

Centralised search and information discovery

Unified full-text search across KURMIS areas—including news, employee and department information, projects, documents and other portal objects—using Elasticsearch.

Extranet and remote access

A separately protected KURMIS environment that allows authorised employees outside the Ministry’s internal network to access relevant contact and media information, automatically synchronised with the internal system.

The result

KURMIS: The Ministry of Foreign Affairs Information System for Everyday Operations

A multifunctional intranet and extranet platform was created as the central workplace and communications environment for Ministry employees. It brings together news, documents, projects, reservations, employee information and other information required for everyday operations in a single system. The platform allows individual departments to administer their own content, while employees can quickly find relevant information, collaborate on projects and receive updates tailored to their needs. Integrations with internal systems and a flexible permissions architecture ensure secure and efficient use across the entire diplomatic network. Its modular design allows the platform to be extended progressively, with new functionality introduced as the organisation’s needs evolve.

Project results

The project covered the full delivery lifecycle for KURMIS—the Ministry of Foreign Affairs Information System for Everyday Operations. The team analysed the Ministry’s internal communications, employee, department, project, document, news, subscription and shared-resource management processes; designed the system architecture, data model, user roles and access permissions; and developed and deployed the intranet and extranet environments. Functional modules and integrations with the HR system, Microsoft Active Directory/LDAP, Microsoft SharePoint and the email infrastructure were implemented. Test and production environments were prepared, system testing and acceptance were completed, and the solution was readied for further development and support.
