Vilnius Heat Networks e-Service Centre

An information system for managing the accounting, maintenance and inspection of heat metering devices. The system centrally stores data on equipment, its status and completed inspections.

The solution improves the accuracy of metering data, supports timely equipment maintenance and streamlines certification processes.

The challenge

The task

Managing a large number of metering devices required a clear and reliable accounting system capable of monitoring equipment condition, inspection deadlines and compliance requirements.

Before the solution was implemented, some processes were handled manually, creating a risk of missed deadlines and inaccurate data management.

The organisation also needed timely readings from water and heat meters, oversight of managers’ work, full activity traceability and a consistent data structure across the organisation.

Object management

Review and administer heat substations and other objects, assign users and manage object statuses.

Forms and logbooks

Complete and submit heat-substation readings, maintenance logbooks and building readiness certificates for the heating season.

Review and approval

Review, verify, return for correction, approve, sign and download submitted forms.

NFC geolocation and object identification

Identify the user’s location and the relevant object using NFC technology.

External user management

Administer building managers’ and maintenance providers’ accounts, roles, statuses, access and assigned objects.

Internal user management

Manage accounts, groups, permissions and access to system functions for AB Miesto gijos, municipal and system administrators.

Reporting

Generate and export reports on heat-substation maintenance, readiness, responsible-person activity and other system data.

Automated notifications

Generate and send automated notifications about accounts, forms, object changes and other system events.

Account management

Review and edit the signed-in user’s personal, contact and other account details.

Authentication

Provide secure sign-in, password recovery, session management and role-based access.

Contact the administrator

Provide a public registration and contact form for initiating the creation of a new KURMIS account.

Activity log

Record and audit user sign-ins, data changes and other actions performed in the system.

System administration

Administer system settings, reference data, classifications and user-interface translations.

The result

Solution

The system enables AB Miesto gijos, which operates Vilnius’ heat network, to centrally manage metering-device records and related processes. Automated registration, deadline monitoring and document-generation workflows reduce manual effort and help prevent errors. The system keeps data consistent, accessible and ready for further analysis. Its modular architecture supports effective data management and adaptation to changing operational needs.

Project results

The project covered the complete delivery and implementation cycle for the KURMIS information system: analysing the existing building-administration and heat-substation maintenance environment, modelling future business processes, and preparing the system specification, user-interface and technical-architecture designs. Functional modules were developed and configured, integrations with VŠT information systems were implemented, and development, testing and production environments were prepared. The system was deployed, internally and user tested, and piloted under real operating conditions. User documentation and training materials were prepared, user training was delivered, and ongoing system support and licence maintenance were established.
