VMI E-commerce and Auction System

An e-commerce platform for selling and administering state-owned assets online. The system combines e-shop and electronic auction functionality, allowing users to browse available goods, participate in auctions and complete purchasing processes remotely.

The platform is focused on clear process management, transparency and a convenient user experience for both residents and the administering public-sector organisation.

The challenge

The task

The main challenge was to create a single, clear and convenient system for different state-asset sales models—both immediate purchases and auctions where participants compete by submitting price offers.

The system had to reliably manage the entire process, from publishing an item and user authentication through payment, winner selection, document preparation and collection of the purchased item.

At the same time, VMI employees needed a straightforward way to administer large volumes of listings and users, while ensuring that all important actions in the system were visible and traceable.

Main features

Goods and e-auction catalogue

Public browsing, search, filtering and sorting of goods and e-auction items, including detailed information and map-based location views.

E-auctions and price offers

Participate in electronic auctions, submit price offers, monitor auction deadlines and statuses, and determine the winner automatically.

Payments and settlements

Initiate and process secure payments through VIISP, receive payment statuses, confirm orders and control settlements.

Notifications and newsletter subscriptions

Automatic email notifications about orders, payments and auctions, together with the option to subscribe to relevant news.

Registration and authentication

Registration of individuals and legal entities, login through VMI SSO / ESKIS, verification of representation rights and user account activation.

Cart and order creation

Add goods to the cart, reserve items, manage quantities, accept the applicable terms and create an order.

Orders, contracts and invoices

View and administer order history, sales contracts, invoices, payments and item collection information.

Goods and auction administration

Centralised management of goods, categories, attributes, auction queues, prices, publication, orders, payments and auction execution.

User, content and system administration

Manage internal and external users, roles, rules, classifiers, text pages, translations, settings, backups and audit data.

Integrations and data exchange

Integration with VIISP payments, ESKIS/CAS, VMI SSO, MMR, OpenStreetMap and other VMI systems and external services.

Automated document generation

Automatically generate payment documents, invoices, VAT invoices, sales contracts and e-auction offer logs from system data.

Reports and data export

Generate sales, payment and e-auction results reports, prepare participant registration logs and export data, including i.SAF.

The result

VMI E-shop and E-auction Platform

The platform digitises state-asset sales processes and makes them accessible through a single electronic environment.

Project results

The project included an analysis of VMI e-shop and e-auction business processes, user needs, and functional and non-functional requirements; the system’s functional and technical architecture, user roles, data structures, processes and UX/UI solutions were designed. Public, authenticated-user and VMI administration environments were developed, together with e-shop and e-auction processes, automated document and notification generation, and integrations with VMI and external systems, including ESKIS/CAS, VMI SSO, VIISP payments and mapping solutions. Test and production technical environments, security, backup and system monitoring mechanisms were also prepared. The solution was designed around user experience, responsive design and accessibility principles, including use across different devices and by people with disabilities. Functional and integration testing was completed, and the system was prepared for pilot and production operation. The project scope also included system deployment, documentation, administration and user preparation, and ongoing technical support. The available documentation clearly defines UX/UI and testing requirements; however, it does not evidence a separate usability study with end users, so this should not be presented as a completed result.
